[Ofa_boardplus] EWG update

OFED-4.8 was released this week.
The plan going forward is to start work on an OFED-4.8-1 to add Broadcom and Cavium Roce drivers that missed the OFED-4.8 feature cut-off.
In addition, we will add backport support for NFS/RDMA and any other bug fixes that might be needed.
