[Ofa_boardplus] Voteable items for Thursday's Board meeting

Cray intends to offer the attached motions during this Thursday's Board of Directors meeting.

Note that I am just outside the 72 hour window for proposing a motion, but using the adopted ground rules, if there are no objections to doing so at the meeting we can still vote to adopt.  Any member who cannot be present on Thursday has 24 hours following the meeting to object to the vote.
