[Ofa_boardplus] OFA Repo and Maintainer List cleanup

We can bring it up in the next EWG meeting and if no one wants to pick it up and maintain it going forward, we can remove it from OFED as deprecated.

Are you comfortable calling ibutils deprecated so we can get this ugly cruft out of the repos ?

Yikes !
We don't drop it unless upstream deprecates it. There hasn't been a
notice of deprecation upstream as of yet, so we still have it. We will
be happy to drop it from future distributions if upstream no longer
considers it worthwhile to maintain.

Who has the authority and/or responsibility to call “deprecated” on this
puppy ?
Can the OFA do that ?
OFA can call it's interest deprecated. But, Arlin Davis is the upstream
maintainer, so he can call it deprecated. Then, if someone really
cares, they can publicly announce they are going to take it over and
keep up maintenance. So, we just need Arlin to make an official
announcement on the mailing lists and then give a little time for any
prospective new maintainers to speak up. If no one does, then we
(meaning Red Hat) will consider it a deprecated library and remove it
from our future products.
