[Openframeworkwg] OFA OFWG -- new thread "consolidated practices and procedures"

I am assuming that the "not code" category (i.e. documents) includes anything that the work group uses to develop and achieve consensus.  If that is so, experience shows that it is wise to build hysteresis into the system.  I suggest the following:


-          Documents are approved by a simple majority vote of the eligible OFWG members

-          Re-opening discussion on a previously adopted document requires a 2/3 vote of the then eligible members.

-          Once discussion is re-opened, a previously ratified decision can be reversed or modified by a simple majority vote.

The idea is to make it easy to achieve consensus, but once achieved make it hard to reverse.  This is very helpful in preventing unnecessary re-visits of topics that had seemed to be closed and completed.
Drawing on past experience, "documents" would include any written proposal presented to the work group for its consideration.

Without layering on too much bureaucracy, I also suggest that the co-chairs be given the tools necessary to maintain the orderly flow of business.

-          Each OFWG member company shall designate a primary voting representative, and may designate an alternate voting representative.

-          To maintain orderly meetings, the co-chairs may, in unusual circumstances, limit participation in the discussion of these proposals to the member company primary and alternate representatives.

We will be relying on the good faith of both the co-chairs and the working group members.  In general, a provision such as this isn't often applied, but given the level of interest in this topic, it may be desirable to have this tool available to us to keep the group moving quickly and smoothly.

To avoid surprises, it may also be wise to place some common sense restrictions on how or when proposals are presented:

-          In order to receive a vote, a written proposal must be distributed to the work group reflector no later than 48 hours prior to the meeting.  This rule can be excepted if there are no objections from any working group member companies present at the meeting.  The purpose of this rule is to encourage good decision making by providing member companies an opportunity to review the proposal and discuss it internally prior to the meeting.

The purpose of these modest changes is to encourage and facilitate consensus building, making it easier and faster for the group to arrive at agreement on the important concepts with which we're about to grapple.  I know that this feels antathema to the precepts of Open Source software development, but I hope that the group agrees that putting these simple ideas into place now will not hinder our progress in the slightest and will help keep the work group functioning smoothly and quickly.

With the conclusion of the "documents" thread below, I believe we have closed on all active threads, therefore all known issues WRT practices and procedures for the WG. I went back over my notes on various threads and produced the consolidated set which I have attached.

I'm asking you to review this for discussion at our OFWG meeting tomorrow. I'll also send you a meeting reminder, since we haven't met for the last couple of weeks.

Email discussion in the meantime is more than welcome
