[ofiwg] fi_info usage in API

The INs and OUTs of fi_info usage in the various calls where it is referenced have been confusing me mightily, so I have started a spreadsheet where we can document exactly how or if each field is to be used or filled by various calls, including what handling in provider-optional and what is mandatory.  It's still quite sparse at the moment and I will need plenty of help fleshing it out.
