[ofiwg] libfabric support of usNIC in Open MPI

We have pushed a work-in-progress of Open MPI supporting the Cisco usNIC device via libfabric to github.

Here's a blog entry describing what we have done, and also showing the performance benefit we're seeing compared to our prior Open MPI usNIC support via verbs:

We anticipate moving this work to the Open MPI mainline in the not-distant future.
