[ofiwg] BoF proposal for DS/DA (OFI WG members should read this too)

Greetings, attached is my shot at a proposal for a BoF for DS/DA.  Please read it and comment vigorously.

Members of OFI WG, even if you don't participate in DS/DA, please also read this for two reasons:

1.       The forthcoming proposal for a libfabric BoF will very likely follow the same general outline, and

2.       Much of this proposed BoF is grounded in OFI WG work.

The proposal is due this Friday, so comments delivered at your earliest convenience will be very much appreciated.
