[ofiwg] descriptive terminology for libfabric

Okay, then is it more accurate to say, "libfabric is an API designed to support networking middleware such as MPI and at programming models and languages such as PGAS and SHMEM"

Is that better?  (If so, that just saved me a half dozen words out of my 100 word abstract budget).

I think the same description could apply to MPI, SHMEM, and others.  Apps could definitely target libfabric APIs directly, but for practical purposes, libfabric is targeting middleware, especially in the short term.
