[ofiwg] Provider Requirements

The man pages try to define the expected behavior, with additional clarifications added as needed.  For providers, we ask that any discrepancies be documented.

There are several test programs available through fabtests that are intended to verify proper functionality.  These tests are continually being expanded when resources allow.
