Oh, yes, psm's configure.m4 is doing Bad Things. At the bottom:
46 psm_CPPFLAGS="$CPPFLAGS $psm_CPPFLAGS"
47 psm_LDFLAGS="$LDFLAGS $psm_LDFLAGS"
48 psm_LIBS="$LIBS $psm_LIBS"
49 CPPFLAGS=
50 LDFLAGS=
51 LIBS=
