[ofiwg] request for libfabric 1.1.1 release

A request was made to provide an official libfabric release based on the 1.1.0 release, in order to provide some critical bug fixes.  To support that, I've created a 1.1.x branch, with cherry picked commits from the master branch being staged.

The plan for the 1.2.0 release as discussed at the last ofiwg call has not changed.  However, there is an intent to release a 1.1.1 version sometime in September.
