[ofiwg] DS/DA WG coverage for 2/17 and 2/24 meetings

Frank, Chet - Thanks for stepping up to cover these meetings while I am on vacation.  Attached is the attendance sheet and the minutes from our last meeting on 2/10.  Please use these minutes as a template for capturing minutes for the next two meetings.
Please post the minutes and the updated attendance sheet to the reflector after each meeting;  I will push them up to the download site on return on 3/1.
