[ofiwg] libfabric issues with OFED package

There are 2 issues that I opened wrt building libfabric with OFED 3.18.

If anyone is an RPM/build configuration expert, I'd appreciate if they could look at these issues and suggest a fix.  Both of these issues deal with the PSM provider and non-x86 platforms.
