[ofiwg] libfabric 1.1 release

Based on discussions today, I plan on providing 1.1.0rc2 this Thursday.  To go with that I will create a fabtests 1.1.0rc1.  These are the items I'm aware of to go into the next release candidates:

Libfabric - fix for FI_MSG_PREFIX
Fabtests - updates to be address neutral

There are obviously more open issues than this.  If anyone feels that any need to be addressed prior to the upcoming release, please respond to the list.
