[ofiwg] libfabric developer chat

Howard and I were discussing how useful a libfabric chatroom would be. We
find that
the mailing list and github issue tracker are a bit too heavyweight for
minor discussion.
We could use slack, google hangouts, or just IRC for the chatroom. Does
this sound
desirable?
