[ofiwg] OFI 1.0.0-rc3 is available

I've tagged the libfabric tree with rc3.  The rc3 source package is available from the OFA download server:

http://downloads.openfabrics.org/downloads/ofi/

(Github also makes tar files available as part of the tagging.)

In terms of where we are for the 1.0 release, there are 17 open issues.  5 of those are requests to update documentation, and 4 others are for additional testing.  Having rc4 ready sometime next week seems reasonable, depending on testing.
