[ofiwg] libfabric 1.1.1rc1 is now available

I've created the 1.1.1rc1 package for libfabric.  This contains bug fixes to the 1.1.0 release.  The target release data for 1.1.1 is by the end of the month.  The package is available from:

http://downloads.openfabrics.org/downloads/ofi/

A corresponding fabtests 1.1.1rc1 package should be available in the next week.  (Previous fabtests packages are still usable.)
