[ofiwg] added a "features" matrix to the provider matrix wiki

Hi Folks,

I added a "features" matrix to the provider matrix wiki
for libfabric features that don't seem to fit in to existing
matrices.

I put FABRIC_DIRECT support as the first row in the
feature matrix.  It didn't seem to have a home in the other
matrices.
