[ofiwg] AppVeyor: CI for Windows?

Per our discussion about continuous integration for Windows earlier today, AppVeyor might be a workable option: https://www.appveyor.com/pricing

I have no experience with it, but they claim "free for open-source projects" (someone has to apply on behalf of the project) and it looks like they might have general-ish Windows support.

The Intel folks who are contributing Windows support should probably at least take a look at this as an option.
