[ofiwg] 1.4.0rc3: just about there

Verbs provider is working fine (except for the known limitations) with 1.4rc3 libfabric  and fabtests tarballs.

Just because there's been a minor flurry of activity over the past few days, let's do one final rc before 1.4.0:

Could provider maintainers please test these tarballs and report with a thumbs up / down on this rc today.  If all is well, we can release 1.4.0 tomorrow.
