+1 for sockets provider except for the two known failures due to fabtests bugs (fi_msg_sockets and fi_scalable_ep) which have been fixed in 1.4.

Should we mention this somewhere in the release note?

Just because there's been a minor flurry of activity over the past few days, let's do one final rc before 1.4.0:

Could provider maintainers please test these tarballs and report with a thumbs up / down on this rc today.  If all is well, we can release 1.4.0 tomorrow.
