Release candidate 1 for libfabric/fabtests version 1.4.2 is now available.

This provides a small number of bug fixes to v1.4.2.  For a list of fixes, see:

The expectation is that this will be the only release candidate for v1.4.2, with no additional updates applied prior to the final release.  A final release is targeted within the next 1-2 weeks.
