[ofiwg] libfabric release 1.5

[Xiong, Jianxin]

Is there a list of "must have" new features for 1.5 (compared with 1.4)? I think the psm/psm2 providers are ready for alpha but I need to double check if there is any feature missing before promote them to a higher level.
