[ofiwg] Support of Intel DPDK in Libfabric

Hi Libfabric's community!

I was wondering if you had some plans to include the Intel DPDK in
Libfabric?
For example, having a fast user-land network stack for the UDP
provider.

I have seen some references to Libfabric+DPDK on the Internet (here: ht
tps://cds.cern.ch/record/2280115) but that's pretty much all I could
found.
