[ofiwg] GASNet with OFI on PSM provider

GASNet sees a TrueScale adapter as just another InfiniBand HCA/NIC.
So it supports TrueScale adapters via Verbs directly, but not via
libfabrics Verbs provider.
Sayan has reported using GASNet's "ibv-conduit" successfully.
