[ofiwg] presentation from today's ofiwg

Attached is the presentation that was discussed at today's OFIWG.  For those not present, this is starting to look at how (or if even), OFI can support programmable NICs.  This was intended to open the discussion, in order to gather input from developers.  There is no timeline for having a formal proposal, other than sometime after a 1.7 release (i.e. next year).
