[ofiwg] libfabric v1.8.0rc1

Looking for a fresh version of libfabric?  Then look here:

for release candidate 1 for the 1.8 release.  The v1.8.0 release is targeted for the end of June, so the turn-around time to complete the RC process will be squished.  I'm aware of one additional fix needed for the ofi_rxm provider.  Please report other issues as soon as they are discovered.
