[ofiwg] libfabric and fabtests v1.8.0rc2 now available

Moving forward, the intent is only to provide the .bz2 files, unless someone indicates that they still need the .gz files.

There is one critical issue supporting the EFA provider that needs to be addressed prior to creating the final v1.8.0 release.  The target date for v1.8 is late next week.
