[ofiwg] libfabric release v1.12.1

Libfabric release v1.12.1 is now available:

The primary purpose of the release is to address critical build and packaging issues that were identified in some environments.  However, it also includes a small number of fixes, mostly around GPU memory support.  Details are available in the NEWS.md file.

Because this release is out of cycle, a more complete bug fix release is still targeted for May/June.
