v1.12.0 rc2 is now available:

https://github.com/ofiwg/libfabric/releases/tag/v1.12.0rc2

This includes a number of fixes from rc1.  There are still a couple of outstanding issues being worked, but I don't believe any are regressions relative to v1.11.  The target date for the final release of v1.12 is March 8.

Maintainers, please update NEWS.md.
