[ofiwg] libfabric v1.12.0rc1 is now available

v1.12.0 rc1 is now available:

All pending fixes that I'm aware of have been merged.  Documentation must still be updated prior to the final release.  There are a couple of open issues that would be nice to resolve, but none should be blocking.  I'm targeting the final release in 4-6 weeks.
