[ofiwg] v1.12.1 release

I need to create a new 1.12 based release ASAP to fix an integration issue with a distro.  Fixes already in v1.12.x will be picked up.  If there are other critical fixes, please merge them as quickly as possible.  I plan on creating v1.12.1rc1 later today or tomorrow, with the final release as soon as it can be verified.

I anticipate that there will be a v1.12.2 update in Q2, following our more normal release cadence.
