There was a bug in the psm3 provider automake files, which resulted in needed files for that provider missing from the release tarball.  By default, the psm3 provider will try to build if the necessary libibverbs header files are present in the system.  Due to the missing files, this will cause the libfabric build to fail.  To work-around the problem short term, you can pass --disable-psm3 to configure.
We have a fix and will generate a v1.15.1 within the next few days to address the issue.
