I've created v1.18.1rc1 and pushed it up to github.

At this point, I don't think there are any significant issues waiting to go into the v1.18.1 update.  My target release data for v1.18.1 is June 30th.  Maintainers, please update NEWS.md.

The next major release, v1.19.0, targets the end of July.
