"Adding Deprecation Phase to OFI 2.0"

Abstract: 
To address concerns from middleware and provider developers on potential disruption and maintenance
overhead with current 2.0 changes, mostly over the removed features, an updated plan for OFI 2.0 will be
presented with a deprecation phase added.
