[ofiwg] Libfabric 2.4.0rc1 is available

Please download the tarballs (.tar.bz2) here: https://github.com/ofiwg/libfabric/releases/tag/v2.4.0rc1 

A new branch "v2.4.x" has been created, from which RC2 and GA will be released.

RC2 is scheduled for 12/8, and GA for 12/15. Ony critical bug fixes are allowed after RC2.
