[Openib-windows] debug version in RC files

Hi to all component  owners.
 
I have noticed that the description of the debug files doesn't contain
the (debug) word.
 
The reason for the error is that in the RC files there is a code that
says:
 
#ifdef _DEBUG_
 
while the correct code should be 
 
#if DBG
 
Please fix it. (see the checkin 187 to the openib)
