[Openib-windows] vstat

Since the Windows OpenIB stack currently supports only Mellanox chips,
the current answer is yes.

If things will change, I'll post another update to vstat...

Can you be sure that all Voltaire cards will use Mellanox chips?

The Vstat format the FW version according to Mellanox format which will
not suite other vendors.
