[Openib-windows] mthca patch

My name is Anatoly Lisenko, and I'm a Windows (& Linux) kernel developer
working in Voltaire with Guy.

Leonid, please apply the following patch which solves a bug in mthca.
The bug can cause crash upon changing IPoIB receive queue size.
