[Openib-windows] 32-bit applications on 64-bit kernel and WSD

Yes, it is.  The INF for IPoIB already installs the 32-bit WSD provider in the
correct location.  The current builds don't include a 32-bit UVP, though, so all
verbs go through IOCTLs which gives lousy latencies.

I checked in a fix yesterday to the HCA driver to support 32-bit kernel bypass
on a 64-bit system (but didn't update the INF).  Once I finish my changes to
IPoIB to log errors to the system even log, I'll do another build.
