[Openib-windows] IPoIB speed on task manager

Even I noticed the same thing on my Windows machine (XP 32 systems).

I noticed that over XP 32 systems the IPoIB connection on the task manager shows speed of 1Gbps.
On the connection status it shows 1.4Gbps
 
I checked the code and we report 10Gbps to the LINK_SPEED query.
Do you familiar with the problem ?
Is this MS problem ?
