[Openib-windows] Get bcast in IPoIB

I am putting some time to debug the up/down process of IPoIB. (we still
have few races in our regression system)
I found it very convenient to use the IPOIB_DBG_INIT flag for logging
the all the init process.
But I notice that all the flow of getting/creating/joining the bcast
group is in the IPOIB_DBG_MCAST flag.
Form my point of view the joining to the bcast group is related to the
init process of IPoIB (it happens only once at port up)
can we switch the flag of the function to use DBG_INIT ?
