[Openib-windows] Two new bugs on our Bugzila system

Hi Fab,

Regarding the CQ size, we did implemented a patch to fix the resize CQ
but it seems that this patch is quite large and effects MTHCA stability.

At this point I would rather use a static or semi static (env variable)
size to not farther delay this release.

Please let me know if you think this may be problematic.

Is there a way we could avoid all the resize CQ workaround stuff and add
resize CQ to MTHCA? I won't be able to get to this until I get back,
however if you feel like putting a patch together that would be great.

I'll take a look at the this when I'm back in the office.

Thanks,

- Fab
