[Openib-windows] Issue with connect test for WSD.

Hi Fab,
 
We seen an issue with what seems to be a connection rate issue with WSD
(many sockets simultaneously).
The test enclosed runs find over IPoIB and Ethernet but takes much
longer to complete on WSD.
 
To run the test:
Server - async_connect.exe --server -port={port number} -num_ports=10
-threads=5 --outs_conn=20 --connections=5000
Client - async_connect.exe -port={port number} -ip={servers IPoIB addr}
-num_ports=10 -threads=5 --outs_conn=20 --connections=5000

Can you please have a look?
