I checked in a fix very similar to this.  I made minor changes in how
the MAC is stored, so that the programmed MAC is also used for the
local endpoint and anywhere we check for packets (like for discarding
loopback traffic).

The way the code now works is it always uses the conf_mac internally,
except for the OID_GEN_PERMANENT_ADDRESS query.  If the address in the
registry doesn't exist or is invalid, the permanent MAC is put in
conf_mac.
