[ofw] Windows v .614 doesn't detect IPoIB devices

Can you please run vstat and see what it is showing?

Can you also please verify that you have a bus driver installed under
the system devices?
If you don't have such installed, can you try to manually install it
from the add remove hardware wizard? (add the ib_bus.inf manually)
