[ofw] SRP build - missing ulp\SRP\user folder?

I guess that the reason for this problem is that in Linux there is user
mode tools that are being used to scan the fabric for targets (ibsrpdm
and srp_daemon).
In windows the scanning of the fabric working is done in the kernel, so
there is no need for this.

There is no ulp\srp\user in the source tree.

The best way to solve this is to remove the user from the dirs file.
