[ofw] what's up with the OFA Windows project?

Isn't this supposed to be an open source project?  Why are patches NEVER posted
to the mailing list or reviewed?  Why were optimizations added to the Windows
stack specifically to support Microsoft MPI that are not usable by other
applications or MPI versions?  (Microsoft still isn't a member of OpenFabrics,
despite the fact that they've had years to join.)  I haven't seen discussions on
any code changes to the Windows stack in months.

I have no problem if a company wants to take the code and produce their own
release.  But an 'OpenFabrics' release should follow standard open source
software procedures.  Discussions should be done -- on the mail list -- about
changes to the code -- *before* they are merged into the stack.

As a member of OpenFabrics, I find the current development model of the Windows
stack completely unacceptable.
