[ofw] what's up with the OFA Windows project?

There is no need to wait for official OFW meetings for sending feature
requests. Everyone is encouraged to do so on the mailing list.
Furthermore, since this is an open source development, I encourage
people who needs new feature or fixes to write the patches and submit
them to the mailing list.

be discussed at the next meeting.  (February 12).

well it would be nice if windows could create interfaces on a pkey other
than 0xffff.  some people might be crazy enough to have more than one
partition.

it would be nice if windows has connected mode ipoib.
