[ofw] Using Bugzilla for WinOF

Hi,
 
OpenFabrics Bugzilla (https://bugs.openfabrics.org/) is now supporting
also WinOF bugs.
When entering a new bug you can choose "OpenFabrics Windows" as the
product.
 
In the OS it is possible to choose several Windows versions.
 
In case you need more OSes or more component, please send a mail with
the request.
 
The maintainers (listed in the to of this mail) should register to
Bugzilla, so it will be possible to open bugs on their name. Please
reply to this mail in case you register to Bugzilla with another email
address than the address in this email, so it will be possible to open
bugs for you.
